Imagine that you are an environmental consultant, and you have been commissioned by a developer to undertake an EIA of a proposed new leisure park incorporating major water sports activities.  The site is a former municipal landfill site, situated on the outskirts of your nearest city.

In a letter to the developer, outline the local legal and regulatory framework for EIA and its role in gaining permission to construct and operate the proposed development.
